How to Choose a Marketing Agency in London, Manchester or Birmingham (2026)

The short answer
Pick an agency that measures enquiries and sales rather than clicks, lets you own your ad accounts and data, understands UK rules such as the ASA's CAP Code, UK GDPR and PECR (plus the FCA, SRA or GDC if your sector is regulated), and can show results you can check. A city-centre agency adds office overheads to its fees; a remote team can cost less, as long as communication, UK-hours availability and reporting are strong.
London, Manchester and Birmingham are different markets
An agency that treats the UK as one market will waste budget. Here is how the three largest city markets differ:
| London | Manchester | Birmingham | |
|---|---|---|---|
| Advertising costs | The highest in the UK, especially for finance, legal and property | Generally lower than London, but rising | Generally lower than London |
| Key business areas | The City, Canary Wharf, Shoreditch, King's Cross, Harley Street, the West End | Spinningfields, MediaCityUK, Northern Quarter, Oxford Road, Trafford Park | Colmore Business District, Jewellery Quarter, Digbeth, Edgbaston, Solihull |
| Strong sectors | Financial and professional services, tech, private healthcare, retail | E-commerce, media, digital, professional services, manufacturing | Professional services, automotive and manufacturing, healthcare, events |
| What wins | Tight targeting by borough or postcode, strong proof and fast follow-up | Direct, personality-led creative and quick testing | Campaigns planned for a young, diverse audience, including multilingual content |

The UK rules your agency must understand
- ASA and the CAP Code: advertising claims must be truthful and evidenced, and paid influencer content must be clearly labelled, for example with #ad.
- UK GDPR and the Data Protection Act 2018: how lead and customer data is collected, stored and used.
- PECR: consent for cookies, and for most marketing emails and texts to individuals.
- The Digital Markets, Competition and Consumers Act 2024: fake reviews and concealed incentivised reviews are banned.
- Sector regulators: the FCA for financial promotions (including mortgages and insurance), the SRA for solicitors, the GDC for dentists, and MHRA rules that stop prescription-only medicines such as Botox being advertised to the public.
Local agency or remote team?
A city-centre agency is convenient for face-to-face meetings, but its office costs are built into its fees. A remote team can deliver the same work for less, as long as it is genuinely available in UK hours, reports clearly and understands the UK market. Whichever you choose, insist on owning your accounts and data.
10 questions to ask before you sign
- Can you show results I can check, ideally in my sector?
- Will the Google, Meta and LinkedIn ad accounts be in my name?
- How will you track enquiries, calls and sales, not just clicks?
- Who will actually do the work, and will I speak to them directly?
- Are you available in UK hours, and how fast do you respond?
- How do you handle UK GDPR, PECR and cookie consent?
- Do you know the rules for my sector, such as FCA, SRA or GDC rules?
- What will I see in each report?
- How long is the contract, and what is the notice period?
- What happens to my website, content and data if we stop working together?
Red flags to watch for
- Guaranteed rankings or guaranteed lead numbers before they understand your business.
- Offers to write or buy reviews, which is now illegal in the UK.
- The agency keeps ownership of your ad accounts, website or domain.
- Reports full of impressions and clicks but nothing on enquiries or revenue.
- Long lock-in contracts before results are proven.

Frequently asked questions
How much does a marketing agency cost in the UK?
Agencies charge in different ways: a monthly retainer, a percentage of ad spend, project fees, or occasionally payment based on results. Ad spend is separate. Prices vary widely by city, scope and agency size, so compare written proposals that separate ad spend from fees and say what result they are aiming for.
Is it better to hire a local agency in London, Manchester or Birmingham?
A local agency is useful if you want regular face-to-face meetings. Otherwise, what matters most is measurable results, account ownership, UK-hours communication and knowledge of UK rules. Remote agencies can deliver the same work without city-centre overheads in their fees.
What UK rules should a marketing agency know?
At minimum, the ASA's CAP Code for advertising claims and influencer disclosures, UK GDPR and the Data Protection Act 2018 for personal data, and PECR for cookies, marketing emails and texts. Regulated sectors add more: the FCA for financial promotions, the SRA for solicitors, the GDC for dentists, and MHRA rules on medicines.
Are fake reviews illegal in the UK?
Yes. The Digital Markets, Competition and Consumers Act 2024 bans fake reviews and concealed incentivised reviews, with rules in force from April 2025. Any agency offering to buy or write reviews is putting your business at risk.
How long before marketing shows results?
Paid search and social ads can produce enquiries within days. SEO usually needs 3 to 6 months for competitive UK terms, often longer in London. Ask for a 90-day plan with clear milestones.
